Visual MP3 Splitter & Joiner can split and combine MP3 and WAV files. The program does its work miraculously fast. You add files to split or to join, hit F5 - and the output is there. It takes only a few seconds to produce a large (tens of megabytes) file.

If you want to cut an MP3 file into two parts (as an example), the program just copies the stream from the beginning to the point you've specified into the first output file, and from that point to the end - into the second one. It also copies some descriptive data needed to create a separate file, but in general it is the stream that matters. Joining is much the same. The program copies two or more streams into one.
